Introduction
This report, and accompanying CD-ROM *, is the first annual edition of Robert Huggins Associates’ European Competitiveness Index, which examines and measures the competitiveness of Europe’s regions and nations. We define such competitiveness as referring to the capability of an economy to attract and maintain firms with stable or rising market shares in an activity, while maintaining stable or increasing standards of living for those who participate in it. This makes clear that competitiveness is not a zero-sum game, and does not rely on the shifting of a finite amount of resources from one place to another.

The geographic parameters of the report consists of the EU-15 member states and their so-called NUTS I regions, as well as the inclusion of Norway and Switzerland (both as nations and ‘region-states’). The focus on both regions and nations reflects the growing consensus that it is regions that are the primary spatial unit that not only compete to attract investment, as well as being where knowledge is circulated and transferred, resulting in industrial and service sector agglomerations.
